方志军，上海交通大学工学博士，二级教授，美国华盛顿大学访问学者，复旦大学眼耳鼻喉科医院特聘教授，博士生导师，CCF/CSIG杰出会员，CAAI/IEEE/ACM高级会员。国家一流本科专业建设点负责人。
东华大学计算机科学与技术学院院长，上海工程技术大学人工智能产业研究院院长。曾任上海工程技术大学电子电气工程学院院长、江西财经大学信息管理学院院长。
上海市数据智能技术及其应用协同创新中心/上海市制造业数字化转型设计与验证专业技术服务平台主任。先后兼任中国管理科学与工程学会常务理事、江西省电子商务工程技术研究中心常务副主任、江西省公共安全视频技术研究中心常务副主任、江西省数字媒体重点实验室主任、江西数字智能公共安全产业技术创新战略联盟副理事长、上海长三角科技合作交流促进中心副理事长、全国高校人工智能与大数据创新联盟副理事长等。
入选国家级人才、第二届中国大数据创新百人、公安部第一批公安视频监控专业人才、江西省“赣鄱555工程”领军人才、江西省主要学科学术与技术带头人、首届“江西省青年科学家（井冈之星）”培养对象、江西省高校中青年学科带头人、江西省“十大IT”青年、上海市五一劳动奖章获得者等。
近年来，在 IEEE TIP 、IEEE TSMC 等知名学术期刊上发表学术论文近百篇。先后主持科技创新2030-“新一代人工智能”重大项目、国家自然科学基金联合基金重点项目、国家自然科学基金面上项目、公安部应用创新计划项目等，获省部级以上科技成果奖5项，省部级以上教学成果奖2项，担任HHME、ISITC、ICMeCG等10余个国内、国际学术会议的组织委员会主席或共同主席。
探索了“应用型大学+世界一流大学+行业知名企业”的协同办学、协同创新、协同育人模式，新工科教育成效显著，助推学校成为教育部地方高校新工科建设牵头单位，本科教育教学位居同类高校前列。参与组织了全国第一个5G校园建设，推动了数据智能、机器视觉等技术在中国商飞、上海振华重工、北京大兴国际机场、上汽集团、复旦眼耳鼻喉科医院、华润江中等场景的应用落地，赋能行业、产业的数字化、智能化转型发展，产生了显著的经济和社会效益，相关成果在上海知识产权交易中心完成知识成果转化2700万元。

Zhijun Fang received his Ph.D. in Engineering from Shanghai Jiao Tong University. He is a professor and doctoral supervisor, visiting scholar at the University of Washington, and a distinguished professor of EYE & ENT Hospital of Fudan University. He is a senior member of CCF/CAAI/CSIG/IEEE/ACM. Besides, he is the head of the national first-class undergraduate programs.
He is the dean of School of Computer Science and Technology of Donghua University, the Institute for Artificial Intelligence Industry , Shanghai University of Engineering Science, and the director of Shanghai Collaborative Innovation Center for Data Intelligence Technology and Its Application/Shanghai Manufacturing Digital Transformation Design and Verification Professional and Technical Service Platform. He used to be the dean of the School of Electronic and Electrical Engineering, Shanghai University of Engineering Science/School of Information Management, and Jiangxi University of Finance and Economics. He has successively served as the executive director of the Chinese Management Science and Engineering Society, the executive deputy director of Jiangxi E-commerce Engineering Technology Research Center, the executive deputy director of Jiangxi Public Safety Video Technology Research Center, the director of Jiangxi Provincial Key Laboratory of Digital Media, the vice chairman of Jiangxi Digital Intelligence Public Safety Industry Technology Innovation Strategic Alliance, the vice chairman of Shanghai Yangtze River Delta Science and Technology Cooperation and Exchange Promotion Center, and the vice chairman of the National University Artificial Intelligence and Big Data Innovation Alliance.
He was selected as a national talent, the second China Big Data Innovation of one hundred talents, the first batch of public security video surveillance professionals of the Ministry of Public Security, the leading talents of Jiangxi Province's "Gan Po 555 Project", the academic and technical leader of major disciplines in Jiangxi Province, the training object of the first "Jiangxi Province Young Scientists (Jinggang Star)", the leader of young and middle-aged disciplines in colleges and universities in Jiangxi Province, the "Top Ten IT" youth of Jiangxi Province, and the winner of the Shanghai May Day Labor Medal.
In recent years, he has published nearly 100 academic papers in well-known academic journals such as IEEE TIP AND IEEE TSMC. He has presided over the major project of science, technology innovation 2030-"new generation of artificial intelligence" of the Ministry of Science and Technology (chief scientist), the key project of the National Natural Science Foundation of China, the general project of the National Natural Science Foundation of China, the application innovation plan project of the Ministry of Public Security, etc. He won 1 first prize of the Shanghai Technological Invention Award, 2 second prizes of the Shanghai Science and Technology Progress Award, 1 second prize of the Shanghai Natural Science Award, and 1 first prize of the Jiangxi Provincial Natural Science Award. He served as more than 10 domestic and domestic projects such as HHME, ISITC, ICMeCG, etc. Chairman or co-chair of the organizing committee of the international academic conference.
Shanghai University of Engineering Science explored the collaborative school-running, collaborative innovation, collaborative education and collaborative employment mode of "application-oriented university + world-class university + well-known enterprise in the industry". And the new engineering education has achieved remarkable results, undergraduate education and teaching are at the forefront of similar universities, and the Shanghai University of Engineering Science is the leading unit of new engineering construction in local colleges and universities of the Ministry of Education.
